my son had a lot of bumps on his thighs, penis area, and arms. i went to the hospital they told me it could be mumps, and transfered me to a children's hospital whom told me that it was ezema which is when kids scratch their skin off but cause its so dry and itchy.
my point is you might have to go to the doctor's so they can tell you what it is.
