red bumps on base of penis and scrotum? is it std?

Ok so i had unprotected sex last night. and when i got home later that night i noticed there where red bumps that where slightly itchy on the base of my penis and some on the scrotom. Furthermore i noticed a slight red color to a portion of my scrotum below the shaft of my penis. I am not trying to be to graphic about the sex but this part may be relevant. it was with a girl i know decently well, and both of us have awkward living situations so after a few drinks we decided to have sex in the car, because of this my pants where only slightly pulled down and my penis was just exposed from the hole in my boxer briefs. so i am wondering if this sounds like an std? some sort of infection? or if it is just iritated hairs. all of the bumps do appear to be coming from a hair except one about an inch up the shaft of my penis i did not wash off after the sex last night and i had also been in a hott tub earlier that day. but i am still concerned it might be an std. I am not concerned with it being herpes because i do already have that and know what it is like, and am not curently in an outbreak. but are there any other stds that could have this symptom? or an infection i should be worried about or does this simply sound like a case of infected hairs? it was a fairly long sex session ( over an hour ) and i did recieve oral sex as well (briefly) and i will say i am sure there was alot of friction on the base of my penis area because of the fact my boxers and pants where still on. i like to be cautious about this stuff so i am thinking of seeing my physician, however i dont have medical insurance, and i do have an anxiety dissorder and mild ocd (as far as getting obssesed with certin ideas generaly worrying something is wrong with me mainly stemming from my anxiety dissorder) i know i should not have had unprotected sex, and i am 25 years old so should know better by now however i did mess up and want to know if this sounds concerning or not? any ideas at all? i thank you in advance for your help.
