Q: Red blisters on penis

my husband just got these red tiny blisters on his penis. its not blood blisters, but he tells me they hurt just touching them. at first if was only 3. but the next day when we checked, it happened to be more. now its on the head, and around his penis. the ones on the head are red that they are irritated and the others are just tiny and white. all the blisters are very tiny.
