There are many reasons for dry skin. Environmental reasons include: dry air, dry heating or air conditioning that dry the air. Removing the oily protective substances that are produced by skin glands might cause dry skin, too. Many medications that cause the skin to dehydrate (including diuretics which are medications for high blood pressure) might be a reason for dry skin.

Medical conditions like diabetes might additionally dry the skin by causing the loss of larger quantities of fluids out of the body. The inflammation process is usually present in eczema and psoriasis and the itching is one of the signs and symptoms that are present. These conditions are better diagnosed and treated by a dermatologist.

As you can see, there are a variety of reasons for dry skin. Therefore, it might be the best solution to consult a dermatologist to determine what the exact reason is.
