Rash or bug bites??

I have had a rash for a week now on my arms and legs. I thought it was bug bites from being outside at night 1 week ago but I'm not sure what it's from. There are raised bumps that are white or skin coloured and the skin around the bumps gets super red when I itch it. It's a large cluster of bumps on my entire inner forearm, inside of elbows, ankles, and behind my knees. I live in Australia, it's summer. I just moved here from Canada, could it be a heat rash because my skin isnt used to the heat and humidity?
