Q: Rash on forehead and back

My 14 year old daughter has a rash across her forehead and on her back that is red with yellow blister on top of each one. She says it itches if she touches it. She does have some pimples but these are different. These do not go away nor do they react when we changed her soap to Dove Sensitive Skin. She does not wear make-up, she has oily skin, and she washes her face with soap three times a day. We have not tried any acne medicine yet. They blisters feel crusty on top and are all over her shoulders and upper back.
