Welcome to e health forum.

It is possible that your symptoms could be due to aquagenic urticaria. Aquagenic urticaria usually causes the skin to itch and burn after being exposed to water of any kind. Contact with chlorinated water can also cause such symptoms.

The best way is prevention with avoiding contact with cold water by wearing long boots and gloves. In severe cases Antihistamines like benadryl can be taken to reduce the symptoms.
