rash below my eye

i have had red rash under my left eye for about a month now, it doesnt itch, but it is a bit saw, ive tried moisturising it, but other than that no one can seem to be able to suggest a treatment, or even diagnose it, including my local doctor. so any help would be massively appreciated! here is a link to a photo of it. thanks http://tinypic.com/r/wbxe88/5
