Q: putting on muscle ?

So I'm a 21 year old girl and I've recently lost some weight (hooray!) ... I'm about halfway to my permanent goal of inches to lose (with 4 and a half inches to go) and I think it's time to start seriously working on toning up and building some muscle. I have been doing a little bit of weight training for about 15 minutes 2 or 3 times a week but I think I'm gunna start doing more. I refuse to take a supplement for it because I'm a girl and i don't want big gross muscles. Is it possible to continue losing belly fat and build muscle at the same time? How much strength exercise and how much cardio should i do AND last but not least should I increase calories, or protein?
