I am uncircumcised and I was cleaning my penis, underneath the foreskin. Whilst I was doing this I pulled my foreskin past the head of my penis and it has stayed somewhat pulled down for a while now, even when I don't have a erection. It hurts whenever the tip of my penis touches anything, even my clothes. My question is, how can I get the skin to go back up so it covers my penis again? Any suggestions?

You should be able to roll the foreskin all the way back
and it should be easy to roll back over.
You need to be able to roll the foreskin all the way
back to be able to clean properly.
Sounds like you may have a tight foreskin and also suffer
from a sensitive head/glans due to the tight foreskin.
Have a read of this.
