Q: Puberty at 17 and genital growth

Im near 17.5 and im in puberty still, will my penis and testicles still grow because they have not really shown a huge growth since i started puberty 13 (approx i know i was about 13),

I have adult pubic hair but my penis and testicles are not adult structure/size yet. I have researched the tanner stages and its like im in stage 4 but my penis is in stage 3 meaning my penis is increasing in length at the minute and my testicles are 6-12ml.

My testicles are probably bigger but they are always tight in the scrotum. My muscles, facial hair, glans on penis has not fully developed to my knowledge, i still seem weak but im not skinny just not well toned) i used to be overweight but now my BMI is about 23.

I have never had a huge growth spurt in puberty the most ive grown in a year is like 2-3 inches. Will I continue to develop and will my penis/testicles increase in size? I have contemplated seeing a doctor for a few months now and I would rather do it before its too late.

I asked this in doctors but I want the general opinions of people.
