My son had a double hernia surgery two ago and is experiencing swolen penis and testicles and they have bruised almost black in color.

Swelling and bruising of the penis and scrotum are not uncommon following surgery for groin hernias, particularly when both sides are repaired at the same time. Unfortunately, however, I cannot examine your son. Therefore, it is best that his surgeon have a look to make sure that his recovery is proceeding as expected.
