The electrical sensation is from a nerve being compressed or irritated. However, it is probably not from the cord being compressed, but rather a nerve (nerve root) being compressed as it exits the spinal column.
When the nerves exit they bony spinal canal, they run through the neural foramina, which are holes that allow the nerve roots to exit. Sometimes, a disc herniation will narrow the foramen and put pressure on the root.
The patient will then have symptoms in the part of the body which that nerve supplies.
