Q: Phlegm in lungs ?

I am a 22 year old guy.
okay, so here are my symptoms, which have been torturing me for months now...basically there is liquid, or phlegm that I can feel in my lungs...as in when I breath, I feel it gurgle, like when you have super bad congestion in the lungs. I have gone to the doctor 3 times about this, been on strong medication, and had my lungs x-rayed. I gave up after finishing my perscription. I cough all night to the point that it breaks blood vessels in my face, and I still cough almost nothing up...I am not a smoker, though I have had around 6 cigars in the past 4 years (on certain occasions, and I didn't inhale the smoke) I am basically desperate for any good advice...it feels like drowning at times when I have been laying on my back for awhile. I cannot afford another Doctors visit, I am out of work right now, and I have tried teas, steam, and all kinds of weird stuff just to cough up something...any help would be greatly appreciated, or pass this to someone who can help me. Thank you in advance.

You symptoms
Going threw some what the same thing right now not as bad though I got CT scan yesterday we both have Phlegm in the lungs just we do not know to what extent. Found out today cough meds do not help make worse becuase it prelongs it .
