Abnormal and irregular periods are normal when a girl is first starting to menstruate. At 13, your sister's period is just establishing itself. I'd suggest, however, that she see a gynecologist for an initial physical exam and check up and to get started on a a routine check of all the reproductive system...soon, it will be time to go in for an annual once a year to do this.
