Q: Perinatal Stroke symptoms ?

My youngest brother suffered a stroke either prior to or during birth. For the most part his symptoms are very mild. He has a VERY dominant left side, and very weak right side and has always had to compensate for that. He also has a mild learning disability. In the last few years, however, he has started having seizures. From what I have researched online seizures usually manifest much earlier in the childs development, in most cases that I have read about it has been within the first year of birth. He started having his seizures at 13. I was just wondering if this was normal in the case of perinatal stroke or if this is the manifestation of something more severe.
