Q: Penis sensitive to cold

I'm actually content with my size when it is 100%, but the problem is I feel like my penis is too sensitive to the cold, which causes shrinkage and shrivlled almost ALL THE TIME... so it's hard to get to 100% whenever I would like (without warming it up with my hand etc). During the day my penis would be roughly 10% in length and my sack shrunken. I just want to be normal and be at 50-60% when relaxed, whats the problem?
