You have phimosis, a condition defined by non-retractable foreskin. See a doctor. There are treatments available. These can range from topical steroid creams to surgical operations.

It's rarely that you would undergo a surgery today for phimosis. It is the last option but I do agree that you should see a doc so that they could show you how the foreskin should be retracted. It is the best to do it in the shower but I ma sure the doc will give you a corticosteroid to help the process.

Realistically, if the foreskin is able to retract without any medical treatment, it would have done so by now, especially considering we're dealing with a 24 year-old here. The stretching techniques may seem like a lovely catch-22 solution but I doubt they're highly effective in all reality. Phimosis is probably very common. I started discussing the issue with a few friends after I realised I had it myself and some degree of tight foreskin seems to be extremely common amongst uncircumcised men.

The quickest, most effective treatment would seem to be a preputioplasty. Circumcision may seem like an extreme alternative but it is effective. Whether or not one would want to go through that extended healing process is up to themselves however.
