penis foreskin cuts,inflammation,iching,....& a liquid @surf

i have a serious prob on my penis.....the foreskin is cut....and is wounded in the top....it causing inflammation,itching....and a liquid is formed at the surface of the foreskin....and that liqiud is foul smelling....i used a healing powder....and there was no problem for 2 -3 day...but at the 3rd night ,itching was high....i was forced to snatch....now the situation has went back to the 1st stage....what should i do inorder to cure this.....

I said this to many online help centers....but none replied....i hope u will help me plz........
