Q: Penalty of notification for in hospital antepartum care ?

Have a insurance thru union PPO in NY live in NC. Diagnosed w/ complete placenta previa... given no info by union about penalties for maternity care. Socked w/ two $5,000 penalties for not calling in 48hrs when admitted to maternity ward for light bleeding twice. Who can I contact if state of NC won't help because PPO in NY and NY won't help cause treatment in NC?
