Q: Peeling lips

My lips keep on peeling for no explanation.Doctors are useless to even treat the condition.Does anyone here have this or know a way to cure it?

Symptoms- Lips turn white and soggy when it comes to contact wit water.When you peel off the dry flaky skin.It would usually return back in 2 or 3 days.Making it a cycle.

Please does anyone know a cure for this?
