Q: pain in lower legs

I have had pain in my lower legs since May that doctors have been unable to diagnose. From January thru May I had severe tendonitis in both hamstring tendons and both inner adductors, which limited my walking greatly. By May I had gained thru stretching in these areas but was very deconditioned. I started back walking and cycling gently but I developed stabbing and burning pain in the shins, the peroneals, the tibial muscles, both legs. EMG, nerve cond., LYME disease, HIV, CK levels,all sorts of tests showed no issues. No myopathy, no myositis. I do not have a diagnosis. I can walk but only with sharp pain after only a couple of minutes. I no longer drive because braking hurts. I can not climb stairs for the pain. If my muscles are simply "overused" and need "resting" how can I do this without further weakening me? I am not getting any answers to this dilemna! Please help.
