One or two enlarged veins

hi! im 24 years. I have two enlarged veins that can be seen (on that region where theres a membrane which aparts the two testciles inside the scrotum).

Can this be a case of varicocele ?

whats the criteria of confirming the varicocele problem ? Any one enlarge vein can cause the varicocele problem ?

Is the only treatment of varicocele is surgery ?

Is the problem of not having nocturnal emission in the life relates to the varicocele ?
