I understand it has been a while since you posted, but in case others reading this message have the same problem.
Unfortunately, it sounds like you are having significant problems with your piercing. It is usually best, in these cases, to actually remove the piercing and do local wound care until the hole is completely closed and there are no signs of infection or inflammation. Then once the area is completely cleared up, and some time has passed, you can try to have the area pierced once again.
However, if you need to keep the piercing for some reason, then it is going to be a little more difficult. You will need to do daily cleaning of the piercing. You should wash the area with soap and water, then apply some hydrogen peroxide to the area. It is probably best to not use any ointments, just keep the area very clean with soap and water. The piercing post needs to be sterilized (boiling water and/or submersion in alcohol). Every time you clean the piercing, put in a sterilized post. Thus it is best to have at least two piercing posts.
Try not to play with the piercing post while it is in place. This can irritate the tissues.
However, if this does not clear up the infection/inflammation, you may need to see a physician for some antibiotics.
