No, it's not normal, but it's common enough. The ENT is your best bet. You may have a problem with your sinuses (like a blockage) or a deviated septum.

princesspea, I would like to talk about what you asked at last. You are not alone but millions of people around the world has this problem of one side of the nose being partially or fully blocked. You are probably suffering from sinisitis, deviated nasal septum, and/or hypertrophied inferior nasal turbinate. None of these are serious problems but are quite irritating. So the best thing would be to be consult an ENT specialist as soon as you can. In the meantime you can try out inhaling steam vapour (make sure not to burn your face) but I am not sure how much impact it will have since nasal spray is not working with you. Do you also have others symptoms such as runny nose, pain/pressure in forehead and/or face, headache, thick nasal discharge, nausea, fatigue? If you have all these symptoms it is almost a certain case of sinusitis. Hope that helps. Good luck.
