It doesn't matter whether the baby was born by surgery or vaginally, it shouldn't be effecting his lungs, so you should get it checked out by a doctor or take him to the er, especially if he is losing color, turning blue, or is unresponsive.
You should be keeping his airways clean by periodically syringing his nose and throat if they are blocked by postpartum fluids or spitup that gets stuck.
