i have little bumps randomly on my penis. they are all about the same size. and they dont appear to be in custers. what are they?

It is hard to say what the bumps might be. The fact that the bumps do not appear in clusters might eliminate genital warts. You might want to see a urologist or dermatovenerologist to determine the exact cause. The number and the color of the bumps are important. The bumps on the penis are probably caused by bacteria and an adequate antibiotic should solve the problem.
