My 33mth old daughter will not use the toilet unless nude - help

I am currently trying to toilet train my daughter and she will not use the toilet unless completly naked.

She wears pull up's during the day and night and will not take them off to use the toilet, she just soils them and then takes them off straight after but when she is naked she will go to the bathroom and use the toilet herself just fine!! The same happens if I do not put on Pull Up's and just put her underwear on, she will soil them and then take them off.

I do not want to leave her go around the house every day in the nude but she also has started to develop a dislike of wearing any clothes around the house and sometimes throws a tantrum when I make her put on clothes.

It is starting to fustrate me in trying to train her, any help or advice is much appreciated.
