Sounds like a skin tag mole. They are unsightly and feel weird but are not dangerous. I would keep an eye on it, though. If the color changes I would have a dermatologist look at it.
I couldn't find anything to back this up but I think you need to be careful about touching them because you can spread them. I had one on my hip that I kept messing with. My bra always irritates me on my sides so I scratch there every day. Well, now I have a skin tag on both sides that I scratch. I think I touched or scratched the skin tag, and then that area, causing them to spread.
