Q: minor infection or STD ?

I've recently had a bit of a situation:
about 2 months ago, my penis started having a weird itching, it felt lke it was coming from inside the tip of the, for lack of know the right word, the pee hole
i already know i have minor phimosis, so i never really had pull the skin back much at all, but when this started i tried, and i saw some white creamy specs. those cleared up rather nicely just by cleaning, but the itching has remained to a lesser degree, and the penis head is a light purplish colour, i assume because i never have the skin pulled back, except recently for cleaning, and of course for sex.

I've tried to keep on top of cleaning it but with my busy schedule it just keep slipping my mind, and the itching is not constant, it seems to come and go every couple days. and every now and then the penis head looks a little redder then normal.
but the itching seems to disappear after i go and clean the penis head

so my question is:
does any of this indicate an STD or an infection. or is it just irritation because i'm not cleaning enough or exposing the head enough?
