ok im 13 and this is weird. maybe im not patient enough but i cant get an orgasm flat footed. i have to be on my tiptoes to get an orgasm. and when i do have an orgasm i just get a clear substance that is just a little thicker than water on the head of my penis. i wanna have an orgasm flat footed so ill be able to "perform" later on

It depends what your body prefers.
If you really get into the mood you could do it anywhere and probably still get an orgasm. Why not try lieing down and masturbating?
