There are multiple possibilities, and so a specific diagnosis cannot be made over the Internet. Most tender, small masses under the skin in the head and neck region will turn out to be benign lesions (including reactive lymph nodes or sebaceous cysts). Rarely, such nodules can turn out to be malignant, however.
If these nodules persist for more than a few weeks (and particularly if they are enlarging or are becoming more numerous), then you should be evaluated by your physician.
