If the pain is only on one side, then you might be experiencing inguinal hernia. Check if coughing causes pain or eventually increases the pre-existing pain.
More severe pain only on one side might be caused by small kidney stones. Anti-spasmodic drugs might help this condition.
If the pain is on both sides then you might be experiencing symptoms related to urinary tract infection. the infection might have spread in the genital organs, thus causing orchitis (inflammation of the testicles). However this condition should be permanent instead of the not constant pain you described. You might want to drink more cranberry juice. Eventually, antibiotics might be needed to treat the infection.
Note: drinking more fluids might increase the pain if it is caused by kidney stone. However, drinking more fluids is recommended when urinary tract in fection is present.
