Locking penis in vagina ?

Hello, I read about the Kegel exercises women can do after they gave birth to a child.

They can strengthen their vaginal muscles and can give the man and theirselves a strong massage and can reach both an orgasm.

My question is about the phenomen I read that some women have the ability to lock up the penis, so the man can´t move and remove the penis anymore out of the vagina and that they can completely take control over the penis and let the man come. Women are in charge then during sex. Is this possible or not?
