Leaking what? Urine? Or? When? Before sex/masturbation? After sex/masturbation?

It is normal for him to get pre-cum when he gets aroused. It is a clear slippery fluid that cleans his penis to make it safe for sperm and provide lubricant for intercourse.

Its got nothing to do with how he use it.

His penis leaks a clear fluid before sex. He said it is from not having alot of sex

No, it is not. It is pre-ejaculate fluid (aka pre-cum). It is a natural reaction of his body when he gets aroused. It cleans out his urethra to make it safe for the sperm to travel through, and it lubricates his penis head to make pulling his foreskin back easy and to assist with penetration.
