Q: Lack of penis sensitivity?

Mine and my fiances sex life is seriously lacking. Mainly due to the fact that he cannot seem to climax during sex. He says that it is because "I am too loose" because I gave birth to two children naturally. And I'll grant him that I probably am to some extent. Two factors though point me to think that is not the only issue.
1. He has had this problem in the past with a previous girlfriends.
2. My ex-husband never had an issue with this with me.

He also cannot orgasm during oral sex. Again this has been an ongoing issue since before we were together. He doesn't seem to have a problem reaching climax while masturbating though.

My thought is that he may be desensitized. Does this sound true? Has anyone else had this issue? I would like to know if there is anything we can do to help the situation. I am willing to have surgery done to "tighten" myself up, but I don't want to spend all the money and it not be the solution. I want us to have a healthy sex life but this is seriously hindering that. Any help would be appreciated.
