Q: keratosis of vocal cords

my father has got hyperkeratosis and hyperplasia of the lining epithelium, he is operated thrice for this and the voice is almost lost and is to be operated fourth time, however in all the earlier biopsy reports there were no evidance of malignancy.

please tell is there any permanent cure to this? is the laser surgery safe for this? is there any non surgical remeady for this?
