Itchy Scrotum and penis (Not sexually active)

I,ve had this condition for over 2 years now. My scrotum has become severely itchy and it becomes unbearable at times, after a while it spreads to my penis. I have tried many creams such Hydrocortizone and fungal creams.I've tried stopping eating junk food and sugar filled foods but it comes back give or take a few days or a week and becomes erratic and itches like crazy and drives me insane. Is there any hope for a cure?
