Q: itchy, reddish rash bumps???

Hi
its been two days and i have developed some kind of reaction to something! it looks familiar, but the last time i use some cortizone-10 and it went away...i woke up one day and when i got out the shower, i was so scared. It look like insect bites all over...this time it isn't as extreme but the cortizone-10 doesn't seem to work...they itch so bad and if i lightly rub over them they get bigger and redder... they pop up everywhere. it seems that they get inflamed by just touching them which is very hard. i never had allergies before. I'm 21 and this my second time getting this.
really scared..

Do you get rash of raised red wheels, that are surrounded by additional redness?
Is this rash occurring 1 to 15 minutes after the contact with water and lasting up for two hours?

the rashes are surrounded by additional redness...they start out small and then get bigger...they occur all over...it doesnt seem to end...it doesnt react to water...i went to the doctor and they said it was hives but i dont know whats causing it or how to treat it...
but thanks...

Skin rash that involves red, itchy, raised areas of skin, or red lesions with a red "flare" at the borders, are characteristic for condition, known as urticaria or hives.
Skin lesions that are itchy, are easily spread by scratching.
There are different types of urticaria, and you seems to have physical type of urticaria, either aquagenic (reaction to water) or cholinergic (reaction to body heat, like after a hot shower) urticaria.
