Q: Itchy raised bump

Hi,
So here is my issue.
Sometimes out of no where my skin begins to itch. It could be my arm, neck, chest, stomach...etc.
When i scratch my skin, what happens is that a raised red bump appears as if its inflammation.
After 15-30 minutes the inflammation goes down and the raised bump becomes the size of a pinhead.
It looks like a raised pore. This issue does not happen in clusters, these bumps appear one at a time.
Any help would be appreciated.
