Q: Itchy bumps on legs

I've been having such a hard time with my skin..and when i said my skin i mean all of it..i have acne problems on my face but ever since i've been drinking alot of water and using unscented soap bars my skin has cleared fairly well..my arms have bumps on them and my dermatologists said it's from ingorwn hair but they never go away..but my big concern is my legs..i try not to shave until the are stubly and get irritated then i sit in a luke warm bath with a package of oatmeal soak for babies and some white vinegar..well it's nice while i'm shaving with my aveeno hypo-allergenic shaving gel and unscented disposable razors..when i get out of the bath i pat dry my skin and go straight to my lotion which is aveeno oatmeal daily moisturizer.i put like three of four layers on and it just keeps soaking in and so i use some zinc oxide which was recommended by my dermatologist.but then while i'm rubbing the cream in it goes white and clumpy then like dry skin layers come off..eventually i sit infront of my ac and it cools off but their are alot of bumps on my legs and i get some itchyness aswell..what could it be? i mousturize,pat dry,put cream,vinegar for the sting in tub, unscented everything but still i get itchy..i noticed it gets bad during the late morning and early evening..i can't even go out cause it flares..please help me..i use to use mineral oil but it's to greasy..please help me...
