Hi,
Welcome to ehealthforum,
Semen has other constituents other than sperms which can at times reduce the dysmenorrhea in women due to release of other chemicals in response to have pain relieving effect. If she has severe dysmenorrhea, she should consider visiting her doctor/gynecologist for further evaluation to look for the underlying cause and get started on appropriate treatment (based on examination findings and investigation results). Condoms can cause allergic reaction in women leading to aggravation of irritation and pain.
Take care.
