is it possible to solve bilateral cornual bloc?

One of my friends's wife have problem of bilateral cornual block. Doctors has suggested IVF.
I want to know is it possible to solve problem by Follicular Tubal Cleaning or fluoroscopic tubal recanalisation or any other process. How many chances to solve this problem?
I want to know about IVF also. Is it safe?
