I am unable to raise/lift my right index finger.

i will assume you have cut that finger deeply at some point, from lets say a fight, or punching a wall, etc... if so, you have damaged the ligament that holds that finger erect, therefore it will continue to droop down and not follow the lead of the other fingers....maybe helped by surgery
