Q: HPV or folliculitis

After about a day or so after doing hard labor and being drenched in sweat I noticed what looked to be a pimple at the base of my penis. Ingrown hair I thought. Well I also noticed a few small bumps further in the base in the pubic hair area. I wait about a week and 1/2 assuming they are ingrown hairs, then freak out. I also exercise nearly every day, and with it being summer I've been sweaty a lot.

I see my PCP (resident). He agreed that the big one looked to have a hair sticking out of it, but the others not so much. Given that there were a few he thought it looked odd. He called in the admin doctor, and that doctor said genital warts. The PCP argued to what I took as "they don't look cauliflowerish" and the admin said it could be early stages. However he then says best case is folliculitis. They explain a lot of people have HPV and not to worry about it with my girlfriend, then sent me home.

Ok, freaked out knowing that HVP can be an issue with women and cervical cancer. So I find out that the dermatologist has a 4 month wait period. Instead I went to a urologist who squeezed me in. He says folliculitis because he didn't THINK it looked like genital warts.

So now I don't know what's up, and I have no idea what to do with my girlfriend. She understandably doesn't want sexual contact, and neither do I. Yet I also would assume she could have already contacted HPV if that's what it is. I'm also concerned that by the time I see the dermatologist these "bumps" could go away and I won't get a diagnosis either way.

My personal opinion is that it only the bigger "thing" at the base of the penis looks like folliculitis given that I think I saw a white head at one point, and I can see a hair coming out of it. But as for the others, I could go either way. They are so small it's hard to tell for myself. I'm conflicted, and I have doctors that are conflicted, and probably the best doctor to see is on a 4 month back log while I sit and wait.

To further clarify, they are also red. Not flesh colored. The smaller ones also seem on the hard side, and when I foolishly tried to pop a small one, it bled pretty good (self diagnosis trying to figure out between the two doctors). All 3 doctors agree that it does NOT look like herpes. Lastly, there is some itching and occasionally some "burning" which is less noticeable.

It is very hard to answer your question without seeing those "bumps" in the genital area. Even doctors who saw those bumps were not sure about the diagnosis.
Folliculitis is bacterial infection of the hair root. It can pass spontaneusly or with topic antibiotics in a week or two. Genital warts usually grow slowly and spread. If you have genital warts they will be probably present even after 4 months. Genital warts usually need treatment to vanish. It seems to me that right now only a dermatologist can give you proper diagnosis.
Genital warts are caused by HPV. Not all HPV types can cause cervical cancer but only the risky types. Your girlfriend can request PAP-test and HPV-DNA-test to find out if she is infected with HPV and if that infection caused some cervical epithelium changes.
