Q: How to set the lowest rate for pacemaker?

My Dad , 80 years old, has bradycardia. His normal heart rate is around 57 bpm. Now, he got a pacemaker which set 60 bpm as lowest heart rate. That means, I guess, when Dad heart rate is lower to 60, the pacemaker will start to pace heart. However, Dad' normal heart rate is 57 bpm. So, I am wondering if the doctor made a mistake or not. Anybody know that? I am appreciated for your help. Thanks.
