A high white blood count means that she is fighting off an infection, but it is hard to say what. The lethargy would definitely follow when a baby is sick since they are using all the strength to fight the illness. Lack of appetite or ability to suck is just another result of the tiredness. If she doesn't pick up the pace on the feeding, they will have to use a feeding tube so that she gets what she needs. If she is still in the nicu, you will have to trust the nurses and doctors to give her the best care that they can.
