Q: Herniated discs treatmet ?

I am british living in Egypt, i have L1-L2 and L4-S1 herniated discs, 5 months now since the onset of back pain and sciatica. Self medicated for 1st 6 weeks then mri then 5 sessions with a chiropractor and my condition seemed worse. Since then seeing an orhtopaedic doctor, was treated with mobic, lyrica and some cortisone injections into the muscle with no improvement. In the last 2 weeks i have had 2 cortisone injections into my back, i am on mobic 15mg and 75mg lyrica daily. I still occasionally have pain and nerve pain in my right leg & ankle with pins & needles in my foot. The doctor said i have severe inflammation so not to undertake any exercise. I am in aweful pain with stiffness first thing in the morning, is there anything i can do that would be safe to do to help myself like finding a physiotherapist to show me what i can do. Also is it likely that there is a chance this will heal without surgery?
