Q: Heart rate rising quickly

Hi everybody, i just signed up because ive been having concerns regarding my Heart health. Back in August of '08, i became very ill, fever, severe lethargy, feet swelled up. I am diabetic, and have had trouble taking care of that due to a lack of Health Insurance. Eventually i was admitted to the hospital, and they ran various tests, but never found out what was wrong. I just got better. After i got better, i developed what they said was Diabetic Peripheral Neuropathy. That has almost all but gone away now, just an increase in sensitivity on the bottom of my feet. I took myself off the meds for that pain (Gabapentin and Amitriptyline)thinking they may be causing the heart problems (if any exist). I have had high blood pressure as long as i can remember. At least since high school (7 years ago). Even when i played sports and was in great shape, my bp was always elevated. My concerns now with my heart are that my heart rate seems to rise very quickly when exercising, i have a resting heart rate of roughly 90-100 (i think i get anxiety when checking it, may be the reason for the elevation). Im not sure what a palpation or anything feels like. Just sometimes randomly ill get this wierd feeling starting from my chest that feels almost like a small electric shock that runs quickly through my body. Its a scary feeling. And then i get a feeling of anxiety. The thing with my HR rising so quickly confuses me because im not in horrible shape. I started going to the gym, and use those HR monitors on the treadmill to check it periodically. Ill be going at a steady pace, not getting exhausted. And ill check my HR and it will be at 170 , with my just going at a steady jog. There will be overweight people on the machine next to me, breathing hard..sweating..and they'll check their HR and it will be at 150ish. My chest will get tight if i work out harder, but if i slow down it usually un-tightens. I have to go to a clinic since i dont have insurance, and i tell the doctor and he just blows it off because he doesnt hear anything in the 20 seconds he holds his scope to my chest and back. My blood tests show a slightly elevated cholesterol. I still have high BP (seems to vary a lot). Ive had a HR of over 110 in the doctors office when they checked me. Possibly anxiety again. Im currently on 2 types of insulin (humolog and lantus), metformin for BG levels, pravastatin (cholesterol), and lisinopril (BP). I hope someone has some ideas on what could be wrong with me. My doctor wont send me to get any tests because he says theyre too expensive without insurance. I keep telling him my med bills are already through the roof, but he wont send me anywhere. And i apologize for the long post, i figure any ideas may help with an answer.

I forgot to mention i am 21 years old. I also get chest pains at random times, but they are not always around my heart. Theyll float from both sides of my chest, down to the region just above my lungs under my ribs. Also i have wierd problems with my ears ringing, and getting light headed pretty often from going from sitting to standing. I do smoke, but have decreased it at least 80%. I have maybe 4 cigs a day, which will soon be none. (its a hard process)
