Q: hard white skin on foreskin

i have hard crackly skin around my foreskin where like...the ring of skin at the top if you know what i mean, i can pull it back no problem, like...i think its skin, i can kind of pick it, but it hurts when i do and its sometimes near impossible to pick off, is this natural, is it caused by a discharge or something else?i had it before ive ever had sex, i dont think its anything, but it would be good to know
